Default Only 1/2 of my wheat grass grow?

I bought my seeds at grocery store-hard winter graine
they all sprouted but when I put them in soild.. less than than half of them sprout
I used organic seed grown soil and cover my seed with wet towel paper in the dark.
My house is not warm 55 degree - 60 degree.
Both of my batch has the same problem

Do I have to buy organic seed from internet?
Is it the soil?
or the temperature is too cold?
